I would argue that teen pregnancy is not really
controversial in the United States. No one really thinks that teen pregnancy is a good
thing. What is controversial is what should be done to try to prevent teen
pregnancy.
As you imply in your comments, the major issue
is whether or what teens should be taught about sex. One side of the debate wants teens
to be taught how to avoid pregnancy and STDs, but assumes that the teens are likely to
have sex. The other side of the debate believes that sex education programs should only
teach abstinence and how to avoid having sex.
Sex education
and prevention of teen pregnancy has become part of the broader culture wars in
America. This is why this is controversial topic.
