The main contention of this article is that the rioting is
caused by the government neglecting the citizens of the areas in which the riots began. 
The author poses the question as to why the rioters were destroying their own streets

From there,
the author gives a view of riots that is typical among liberals.  She points out that
the government has, in her view, not done enough for the people of these areas.  She
gives, as an example, her own work experience as a "supply teacher" in such an area. 
She argues that the government does not give such areas the resources that they need in
order to prosper.  This frustrates the residents of the area and makes them feel
alienated from the society as a whole.  Because they feel this way, they are likely to
riot if something provokes them.


The main contention of the
article, then, is that the riots happened because the government has neglected the
people who live in the areas most affected by the rioting.
