There is only one major supporting argument in this
article.  That argument is made by the author's account of her time as a teacher in one
of the areas where rioting occurred.


The supporting
argument provided there is that the government does not provide the people of poor areas
with sufficient education.  To support that claim, the author points out that she was
hired to teach even though she was barely qualified to do
so.


Another, much less substantiated argument here is that
there are not enough of other sorts of services provided to the people of these areas. 
The author asserts that there is not enough support provided to those who have mental
health issues or are otherwise "traumatized" by their
surroundings.


Finally, the author argues in passing the the
government always ignores people.  She cites the protests over the Iraq War.  She
implies that this is further evidence that the government does not care enough for any
of its people, let alone the poor.
